HOT: JUSUN NATIONAL LEADERSHIP SHUT LAGOS COURTS

THE SQUIB exclusively reports that the national leadership of the Judiciary Staff Union of Nigeria (JUSUN) has enforced the Nationwide strike action by shutting courts in Lagos State , earlier today.

" Fellow Comrades,

At about 8:30 am Today, The National Vice President Closed all Court Gates at High Court Ikeja.

BREAKING: JUSUN NATIONAL SECRETARIAT ORDERS LAGOS JUSUN MEMBERS BACK TO STRIKE

THE SQUIB can exclusively report that the National Secretariat of the Judiciary Staff Union of Nigeria (JUSUN) has issued a Circular ordering the members of the Lagos State Branch of JUSUN to revert to stay at home strike.

This is a superior directive to the earlier directive that the Lagos JUSUN members should resume partially from Wednesday, 28th April, 2021.

In a the circular obtained by THE SQUIB dated 28th April, 2021 and signed by I. M Adetola, the General Secretary, the partial reopening of Courts in Lagos State was viewed to be in variance with the decision of the National Executive Committee of the Union and "no branch/chapter is authorised to open the doors of courts in Nigeria including Lagos State until the points in disputes are resolved.

BREAKING: JUSUN MEMBERS RESUME PARTIALLY IN LAGOS

THE SQUIB exclusively reports that members of the Judiciary Staff Union of Nigeria (JUSUN) have resumed partially in Lagos State today.

According to a source who pleaded anonymity with THE SQUIB, a circular was sent from the Lagos State Branch of the Judiciary Staff Union of Nigeria (JUSUN)  directing the members of the Union to resume "partially" to the effect of Wednesdays, Thursdays and Fridays.

THE SQUIB made frantic calls to the Chairman of the Lagos State Branch of JUSUN to confirm the position , but he was not picking calls as at press time.

Feelers also confirm to THE SQUIB that the Registry at the High Court, Ikeja was open today.

ANXIETY AS JUSUN STRIKE FACES TEST IN LAGOS AGAIN TODAY

THE SQUIB can authoritatively report that the ongoing indefinite nationwide strike action over financial autonomy of the Judiciary  will face another test of enforcement today, 28th April, 2021.

It will be recalled that the leadership of the Lagos State Branch of the  Judiciary Staff Union of Nigeria issued a bulletin last week wherein it claimed that it would "partially resume" on Wednesdays, Thursdays and Fridays before recanting same in another bulletin. It premised its shelved "partial resumption" on "compliance with financial autonomy" by Lagos State Government.

However , THE SQUIB can exclusively report that pundits have viewed the acquiesnce of the Lagos State JUSUN to the claims of "compliance with financial autonomy of the Judiciary" by Lagos State Government as "strike breaking".

It will also be recalled that the Governor of Lagos State in his interractions with the Lagos , Epe, Badagry and Ikorodu Branches of the Nigerian Bar Association , through the Attorney General of Lagos State, Mr. Moyosore Onigbanjo SAN also reaffirmed the position that the Lagos State Government has "complied 100 %" with the "Financial Autonomy of the Judiciary".

In another development, the Chief Judge of Lagos State, Honourable Justice Kazeem Alogba has also stated at different fora that the "Lagos State Judiciary is 100% autonomous".

However, THE SQUIB exclusively reports that many pundits have viewed the assertions of both the Governor of Lagos State, Mr. Babajide Sanwo-olu and Chief Judge of Lagos State, Honourable Justice Kazeem Alogba that Lagos State Judiciary is 100 percent independent as different from reality. One of such leading voices are Funke Adekoya SAN, who on her verified Twitter handle , gleaned by THE SQUIB questioned how the "gifts of buses to JUSUN Lagos State" can translate to "independence of Judiciary".

Other pundits like Ebun Adegboruwa SAN have also questioned the assertion on the strength of cars distributed to the Honourable Judges of Lagos State by the Governor of Lagos State last year.

In a phone conversation with THE SQUIB, the Chairman of the Lagos State JUSUN, Asiwaju Kehinde Sobowale admitted that the position of Lagos State Government is that the Courts be reopened immediately in Lagos State on the basis of the "compliance". It would be recalled that police officers attached to Lagos State Police Command have earlier been drafted to the Courts , which were later withdrawn.

In another related development, THE SQUIB exclusively reports that none of the 5 Branches took any reported step to repeat the visit on Monday, 26th April, 2021  to the Governor of Lagos State  Mr. Babajide Sanwo-olu as directed by the President of the Nigerian Bar Association, Mr. Olumide Akpata.

THE SQUIB is on the lookout whether the leadership of the Lagos State Branch of JUSUN will keep the gates of the Courts locked in compliance with the ongoing nationwide indefinite strike action as today marks the pinnacle of pressure .

GROUP TACKLES EDO GOV OVER CLAIM OF JUDICIAL AUTONOMY

A non-governmental group, Vanguard for the Independence of the Judiciary (V4IJ), has taken up  the Edo State Governor-Governor Godwin Obaseki over his claim that Edo State Judiciary is autonomous.

THE SQUIB authoritatively gathered that the  Convener of the Vanguard for the Independence of the Judiciary ,Douglas Ogbankwa Esq ,has rebutted the claim of the Edo State Governor that the Judiciary in Edo State  is financially autonomous, stating that the facts and evidence of the matter are completely at variance with the statement of the Governor on the matter  recently .

This was made known In a press  statement issued in  Benin  City , the Edo State Capital on Monday the 27th of April ,2021, wherein the  Group stated ,thus :

"We challenge the Governor of Edo State ,HE Governor Godwin Obaaeki to show account statements of the stated transactions  that supports his unfounded statement that the Judiciary in Edo State is financial independent. We also challenge the Governor to come  clean by showing Nigerians evidence of approvals ,processing of same , mandate and evidence of  release of funds to the  Edo Judiciary to either confirm his assertions or debunk same .

Beyond the political rhetorics ,the Edo State Governor should follow the template provided by Law  and push for the Law currently pending in Edo State House of Assembly, which provides for  the financial and institutional  framework for the implementation of Section 121 (3) of the  Constitution of the Federal Republic of Nigeria ,1999 (As Amended ),by the 4th Alteration, which provides for complete financial autonomy for the Judiciary, which sadly has not even been accorded  first reading by the Edo State House Assembly, for reasons that are clear to the blind  "

INSECURITY: IS OLUMIDE AKPATA-LED NBA PRESIDENCY ON"SHORT REST?"

 THE SQUIB EDITORIAL

To say Nigeria is now on the brink of a full-blown war is an understatement. From the shooting war in the South-East of Nigeria to killing of students of Greenfield University in KADUNA State in Northwest , the Banditry in the North-Central and the persistent terrorism in the Northeast , things have actually fallen apart.

An assumption that lawyers and their Association, the Nigerian Bar Association with the Judiciary sector is immune from these developments is an understatement. The recent attack of a Federal High Court Building in Abakaliki , Ebonyi State is just a reminder.

What is shocking is the disposition of the Mr. Olumide Akpata-led Presidency of the Nigerian Bar Association to all these ugly developments. There has been no response in form of statements or activities. Indeed , one is forced to ask whether the Olumide-Akpata Presidency is on a "short rest" ala President Muhammadu Buhari when he was on his widely condemned London medical trip while Doctors are on strike in Nigeria.

The Nigerian Bar Association is the foremost civil rights organisation in Nigeria and it must come to the fore at this period to intervene on the State of the Nation. THE SQUIB is of the view that the Olumide Akpata-led Presidency of the Nigerian Bar Association should call an Emergency National Executive Committee, possibly by Virtual means to discuss the position of the Association on the chaotic State of the Nation.

The Emergency NEC will be also be a veritable platform to also discuss the next steps in the struggle for financial autonomy of the Judiciary. After the commendable directive to all Chairmen of Branches of the Nigerian Bar Association to pay visits to their respective Governors in their states on Mondays starting from Monday, 19th April , 2021, there is need for monitoring of compliance by Branches on subsequent Mondays .

THE SQUIB observes that apart from the Nigerian Bar Association, Benin Branch, there were no reports of other Branches repeating the visit to the Governor on Monday, 26th April, 2021. To win the demand for financial autonomy, it is important that more physical visits and mass  actions are made to the Governors. The Olumide Akpata-led NBA Presidency should rise to the occasion and provide the much needed leadership.

STRIKE ENTERS THIRD WEEK AS GOVS PARRY AUTONOMY WITH NBA , JUSUN

The ongoing nationwide indefinite strike action of the Judiciary Staff Union of Nigeria (JUSUN) enters third week from Monday, 26th April, 2021 as there is no appearance of concrete implementation of the financial autonomy of the Judiciary by the Governors of the states.

It will be recalled that the strike action started having biting effect from 6th April, 2021 after the Easter festivities, though the ultimatum issued by JUSUN to government elapsed during the Easter period.

Despite the compliance of many Branches of the Nigerian Bar Association with the directive of the national leadership of the Association to pay visit to their respective State Governors on Mondays commencing from Monday, 19th April, 2021, some Governors snubbed the NBA  Branches when they paid visits on Monday, 19th April, 2021.

THE SQUIB reports that a planned negotiation meeting between the Minister of Labour , Dr. Chris Ngige, Nigerian Bar Association , Judiciary Staff Union of Nigeria, Parliamentary Staff Association of Nigeria, who are also agitating for independence of the States' Houses of Assembly failed to hold as the JUSUN leaders led a walkout after 1 hour of being kept waiting by the Minister of Labour.

As at press time, there is no concrete implementation of financial  autonomy by most State Governors. The emerging scenario is for some State Governors to assert that they are "implementing financial autonomy 100 percent".

A case in point is Lagos State Government which have been shouting to the rooftops that it has implemented "Financial Autonomy" and that JUSUN should return to work. Ironically, the Chief Judge of Lagos State, Honourable Justice Kazeem Alogba also asserted that the Lagos State Judiciary is enjoying financial autonomy.

The question is : how autonomous is Lagos State Judiciary? The best answer to the question lies in the recent incident of sharing of cars like gifts to Honourable Judges of the High Court of Lagos State by the Governor of Lagos State , sometimes last year.

To add insult to injury, the Lagos State Chairman of JUSUN, Asiwaju Kehinde Sobowale in a statement which was  subsequently recanted , claimed that there is financial autonomy in Lagos State Judiciary as his Union was given two buses by Lagos State Government. He subsequently recanted his position and reaffirmed the strike in Lagos State.

As the strike enters third week, the Governors continue to parry the demand for financial autonomy of the Judiciary. As at press time, THE SQUIB can only report the NBA BENIN Branch as the only Branch that has issued Notice to embark on a visit to the Governor for the second Monday, being 26th April, 2021.

As at the time of filing this report, THE SQUIB is not seized of any similar notice or notices from Branches of the NBA in Lagos State either the NBA Ikeja Branch that preferred to March to the Lagos House , Alausa on Monday, 19th April, 2021 or the 4 other Branches that held a Session with Governor of Lagos State at Lagos House, Marina on Tuesday ,20th April, 2021.

AUTONOMY: NBA BENIN EMBARKS ON COURT BOYCOTT FROM 26TH APRIL, 2021

The Nigerian Bar Association , Benin Branch has directed her members to stay away from the Courts and converge at the Bar House of the Branch to pay visit to the Governor of Edo State ,in compliance with the directive of the President of the Nigerian Bar Association , Mr. Olumide Akpata that NBA Branches should visit their Governors on every Mondays , commencing from 19th April, 2021.

The excerpts of the Notice signed by the Secretary of the Nigerian Bar Association, Benin Branch reads thus:

"Dear Colleagues,

this is to inform us that in line with the directives of the NBA President, Mr Olumide Akpata to the effect that  members of the Bar should visit their respective State Governors every  Monday till compliance with autonomy of the Judiciary is achieved, which directives have just been reviewed and reenacted, we are hereby urged to converge at the Bar House by 9am on Monday the 26th day of April, 2021 from where we shall proceed to meet with His Excellency the Governor of Edo State, Mr Godwin Obaseki, thanks for your cooperation which is expected to be total.

Consequently, no Lawyer is expected to be seen doing business in court tomorrow

O. A. Lawani Esq, Secretary, NBA Benin"

HOT: LAGOS JUSUN REAFFIRMS STRIKE

THE SQUIB exclusively reports the the Lagos State Branch  of the Judicial Staff Union of Nigeria (JUSUN) is still on strike , as against the earlier information circulated by the Branch that it is "partially resuming". In a telephone conversation with THE SQUIB, Asiwaju Kehinde  Sobowale, the Chairman of the Branch clarified that his Memo on partial resumption was taken out of context as they represent proposals to the National Executive Committee of the Union and not directive to his members. He also confirmed that a trending document entitled " Forwarded Memo on Strike Day 17" was issued by him.

THE SQUIB obtained a copy of the said documents and the excerpts are as follows:

"Forwarded Memo on Strike Day 17.

JUSUN Lagos called a Congress yesterday to Directly brief our members on Events and progress made so far.

We also presented Lagos State government proposal of partial compliance with the National strike by opening the court "ON and OFF for prison decongestion.

Let me remind you all of my usual quote" The strike was called by the National and can only be called off, suspended or altered by the National.

The addendum of Day 16 was grossly misinterpreted and Quoted out of context.

We only proposed Wednesday, Thursday and Friday as strike off days for the National leadership to approve and revert back to Lagos JUSUN.

Please disregard any other information or Meaning ascribe to the said addendum.

The National leadership monitoring team arrive Lagos this Morning meeting our Gates Closed.

BREAKING: JUSUN LAGOS STATE CHAPTER RELAXES STRIKE

THE SQUIB can exclusively report that the Lagos State Chapter of the Judiciary Staff Union of Nigeria (JUSUN) has relaxed the ongoing nationwide indefinite strike action in Lagos State.

This was contained in an Addendum to Strike Bulletin issued by Asiwaju Sobowale, the Chairman of JUSUN Lagos State Chapter obtained by THE SQUIB and the excerpts read this:

"Addendum on Strike Day 16.

To whom much is Given, Much is expected.

We had many interactions on strike situations with fellow State chairmen especially from southwest, Southeast and south south.

Lagos Jusun finds out that its only Lagos State Government that had show concerns and seriousness with a listening ears to this Jusun struggle.

At this moment, Lagos Jusun have had 4 meetings with powerful Government official especially Mr Governor himself.

From my position and privileges as Jusun chairman Lagos, We are indeed lucky. Even the National leadership hasn't made significant progress as Lagos Jusun does at the moment.

Our axillary demands are been speedily looked into and Results are manifesting.

Though there is a national agitation for financial autonomy, This will be achieved Nationally and all state will benefits from it.

Our Union had the best assurances directly from Mr Governor and the chief judge of Lagos State on improving welfare allowances for staff which had eluded us since 2014.

while showing commitment today with the delivery of 2 New Buses to Judiciary while House of Assembly had only 1bus given to them even though both arms of Government were currently on strike.

Its impossible that a state branch will suspend a National Strike hence Jusun Strike is very much Ongoing in Lagos state.

But Due to the great Respect and honour Lagos state judiciary staff have for Mr Governor And the Chief Judge of Lagos state, its our desire Only To relaxed strike Rules to allow clearance of Backlogs,  Reading of Judgement and decongestion of prison occasion by the covid pandemic and End Sar protest.

Therefore Work and official duties are constraint to Wednesday, Thursday and Friday of every week, While Monday and Tuesday of every week remains our Strike Days that All staff Must stay off Duty to observed the national strike.

The Union will Review the progress both left and Right to Make informed decisions as event unfolds.

Pls let it be known that " The Staff of Lagos state judiciary is Still on strike but was magnanimous in putting Lagos Judiciary and the Government of Lagos state first in our time of strength.

All Gates of courts in Lagos state will be partially open on Wednesday, Thursday and Friday Only.

Life itself is all about Give and take.

The Congress says its time to give so that it can be given to us all.

Aluta continual.

Asiwaju Shobowale Kehinde

THE SQUIB RETURNS WITH A BANG!

THE SQUIB RETURNS WITH A BANG!

By AYO ADEMILUYI

THE SQUIB , a Judicial integrity magazine , published by Mr. Adesina Ogunlana has returned to the stables.

In an exclusive interview by Ayo Ademiluyi, the new Editor of THE SQUIB  with Mr. Adesina Ogunlana, the Publisher and Editor-in-chief of THE SQUIB on 21st March, 2021 , the date of the 21st Anniversary of the magazine, he recalled that "... THE SQUIB came out as a magazine on March 21st, 2001"

He added that " about a year before that time (21st March, 2021) , there has been pieces by me , very rudimentary publications produced by me , as a person concerned about the state of things in the Lagos State Judiciary".

He described the tough challenges that he faced in pioneering the unique magazine . " It was an abomination to begin to hint that there was corruption in the Judiciary, inspite of the fact that there was indeed corruption in the Lagos State Judiciary at that time. Corruption in the Lagos State Judiciary took many horrible forms- bribe peddling, extortion and blatantly at that level. You will remember that it was in that same year 2001...later in the year (sic)...that about 26 Magistrates were flushed out by the Lagos State Government. Yemi Osibanjo SAN , who was as at that time yet to be a SAN was the Attorney General of Lagos State and Commissioner for Justice . Honourable Justice Segun was the outgoing Chief Judge at that time . For 15 years uninterrupted, that is between 2001 and 2016, 15th September, 2016 precisely, THE SQUIB was published as a Weekly. I started with 4 pages first, later it became 12 pages and later as much as 36 pages, later 40, over and over , having the reputation as fiercely independent, fiercely combative, known for highly-investigative journalism , no holds-barred and of course with the motto "The Heavens will not fall!", he said.

On the purpose of publishing the magazine, Mr. Ogunlana said "our intention at that time was to put the heat on the leadership of the legal profession , which is the Judiciary, our mind was that if the Courts could be sanitised , it will flow down to the Bar and things will be better. Where Judges or lawyers are involved in the misuse or abuse of their powers in the profession , no matter who they are , whether you are a Senior Advocate, whoever you are, we publish, we investigate when we find out the investigation was meritorious, we publish."

Asked as to why he paused the publishing of THE SQUIB for a while, he said " we continued until when I became in 2016 , the Chairman of Ikeja Branch of the Nigerian Bar Association. I was having a situation of conflict of interest in the sense that being Chairman now , I had access officially by virtue of my position as Chairman to a lot of information. Our outlets of developed , cultivated and regular outlets of Information remained. Even if I was not Chairman, I will still have access to the information coming to my table as Chairman or invitations to functions of the Judiciary. But then, I started asking myself , "if you continue publishing , how many people would know that you are not taking advantage of your position to have access to information and publishing same". That made me to stop and I said to myself, "well , it could be a reasonable ground for suspicion for abuse of office in this regard". I stopped publishing THE SQUIB. That is why we stopped."

When asked whether THE SQUIB is now returning to the stables , he said " ...almost 3 years now , I left office in June , 2018 , that is 2021 , one is thinking and people are asking , "when is THE SQUIB coming back?" , "Why are you not publishing?". Publishing THE SQUIB was war, it was turbulent, it was an experience of confrontation with the Judiciary authorities , especially in Lagos State,of persecution, of serious conflict, of a lot of sacrifice, in terms of money , energy and in terms of safety. My office was attacked twice on account of publication of THE SQUIB. That was in 2006. My office was burgled from the rooftop twice , broken into. I narrowly escaped with my life. Computers were destroyed, files upturned because the attackers were looking for particular information about a lawyer , who we allege that he was not a lawyer and he was not a lawyer. There were eminent lawyers who did not support us , who supported the fellow but we stood our grounds. There are so many things to talk about. But what one would say is that

" we thank God for His mercies" .

He disclosed that  that THE SQUIB has now returned and will first be publishing online before the hard copy editions will be rolled out.

In a related development, Mr. Ogunlana also told THE SQUIB that Mr. Ayo Ademiluyi will also act as the new Editor of the magazine. Mr.Ayo Ademiluyi read law at the prestigious Obafemi Awolowo University where he was Editor-in-chief of a campus magazine, THE EAGLE. He was called to the Nigerian Bar in 2013 and has been practising since then.

THE SQUIB assures her esteemed readers the same pungent and comprehensive content , even with the introduction of the  digital newspage.
